Our approach connects engineering evidence, digital control, implementation capacity and transparent reporting.

Transparent programme reporting

We establish a traceable structure from objectives and indicators to individual assets, contracts, milestones, payments and evidence. Dashboards can show planned and actual progress, geographic coverage, implementation risks and achieved outcomes. Source records remain linked to reported figures, helping implementing partners, municipalities and funders review the same current information instead of reconciling disconnected spreadsheets.

Technical and economic justification

Engineering options are compared through verified source data, hydraulic or spatial models, lifecycle considerations, capital and operating expenditure, energy use, environmental effects and delivery dependencies. The result is a prioritised investment programme that explains why each measure is needed, which outcome it supports and how it can be phased within available financing.

Digital monitoring of results

GIS, BIM, analytical dashboards and structured registers provide an operational evidence base throughout the project lifecycle. They can connect sites, infrastructure assets, procurement packages, schedules, photos, documents and performance indicators. Role-based access and change history support accountability while public views can communicate approved results without exposing sensitive operational data.

Critical infrastructure recovery

The consortium is ready to support water and wastewater systems, municipal buildings, spatial data infrastructure, situation centres and other essential services. Delivery can cover field surveys, digital condition records, engineering analysis, design information, implementation support, staff training and long-term data maintenance. Resilience scenarios include power loss, physical damage, service interruption and wartime threats.

Compliance by design

Every assignment begins with a compliance matrix covering Ukrainian legislation, applicable construction and engineering requirements, data protection, procurement conditions, donor reporting rules and the standards named in the terms of reference. For water and wastewater optimisation schemes, current Order No. 986 provides the national regulatory basis. International requirements are mapped to concrete deliverables, review points and acceptance evidence.

Local capacity and sustainable handover

Technology is useful only when the client can operate it after project completion. We define data ownership, update responsibilities, formats, licences, documentation, training and support. Ukrainian engineering, municipal and IT expertise remains embedded in the delivery team, while open exchange formats and structured handover reduce dependence on a single supplier.

Risk management and safeguards

Project risks are maintained as actionable records with owners, probability, impact, mitigation, deadlines and escalation rules. Technical risks are considered together with institutional capacity, procurement, cybersecurity, environmental and social safeguards, continuity of critical services and the safety of field work. This gives funders an auditable view of both emerging issues and management response.

Consortium governance

IT OTG brings together complementary engineering, geospatial and digital capabilities under one delivery framework. Scope, responsibility and evidence are assigned explicitly. References on the website distinguish between work delivered by the consortium and experience belonging to a specific co-founding company, giving partners a fact-based view of organisational capacity without overstating the delivery record.

Due diligence and inception package

At the beginning of an assignment, we can prepare a structured package for technical and organisational assessment. It may include legal details, a responsibility matrix, relevant founder-company references, proposed expert roles, methodology, schedule, assumptions, data requirements, risk register and quality-control plan. During implementation, the same structure supports inception, progress and final reporting. This gives the funding partner a clear distinction between existing evidence, planned outputs and verified results, while enabling the Ukrainian beneficiary to retain an operational system after programme closure.

Official client references cover cooperation by the consortium and implemented work by its co-founding companies. Available evidence includes water and wastewater modelling and optimisation, municipal GIS, address registers, flood-risk geoportals, topographic data, analytical systems and copyright documents for specialised engineering software.
